Isn't the point that, regardless of any measures implemented, a proportion of scrap dealers will turn a blind eye (after all, that's where the profit is).
It's called the black economy - it's there in all walks of life

how does it work in Nursing? software development? road sweeping? librarians..?

not sure most people would be happy that you're suggesting they do, what some scrap dealers seem happy to do !!!
