Regulation No 39 of the Economic Commission for Europe of the United Nations (UN/ECE)- Uniform provisions concerning the approval of vehicles with regard to the speedometer equipment including its installation

...
5.3. The speed indicated shall not be less than the true speed of the vehicle. At the test speeds specified in paragraph 5.2.5 above, there shall be the following relationship between the speed displayed (V1) and the true speed (V2).

0 <= (V1 - V2) <= 0.1 V2 + 4km/h
...

So at true 70 mph (112.7 km/h)
Max indicated reading can be greater than true speed by a max of 11.27 + 4 = 15.27 km/h ( 9.49 mph)
At true 70 mph speedo should read between 70 and 79.49 mph

Look out 'white vanner' your single and dual carriageway max limits may be different than you think (50 & 60) - Certainly reflected in the way many of you drive, mind you, there is the excuse that one was engrossed in sending texts or shouting at the hand held... :D

when did that change?

single carriagway 60
dual carriageway 70

Anyone with Sat/Nav will see their true speed displayed, which will always be higher than your speedometer.
The speed displayed on my satnav is lower than that shown on my car's speedometer.

Speedometers are geared to over-read even when the tyres are new and fully inflated. The error increases as the tyres wear and/or deflate.

A half Chinese student in North Wales was done at 31 mph after being stopped about 20 times in his car without anything being found wrong
Can you post a link to the details please.

These are people who I know personally! So no web link.

The son is a computer wiz-kid so it might be on the internet but i have no idea where!

The father, last seen with another Chinese lady, was very upset by the apparent racist attitude of the North wales Police but complaints against the Police just get you three points and a £60 fine for allegedly doing 31 in a 30 zone! Presukably two policeman and their car speedo so no chance of disputing the allegation. Thats the way the Police work!

If they've got any sense they'll also move without leaving a forwarding address.

Was it a written complaint? If not, why not?

If written, then what was the written reply? If none, then why didn't your 'friend' escalate the matter?

Well you would know.

And when I say "know", I really mean "make it up as you go along".

You can not blame your speedometer, if you are caught speeding.

I beg to differ.

there was a bloke in the paper, anyway, long story, but it turned out his speedo was found to be wrong, so he got off

Yeah, and newspapers are renowned for printing the truth.

BTW, I read in the paper that Tony Blair acted legally in his decision to send troops into Iraq.
It was printed, so it must be true.

Tony Blair acted totally legally in sending British troops into Iraq.

The only problem was that his decision was based on intentionally vague reports on weapons of mass destruction which our PM misinterpreted to suit his wish to be seen as supporting the US.

I have no reason to doubt that he genuinely believed what he thought the documents said. In that case why should he have questioned them!

It,s your car, its your speedometer, its your responsibilty to ensure its fit for purpose.
Ignorance of its faulty condition, is no excuse in law

I'm not sure with this ignorance of the law argument in this context, how can someone non technically minded be held responsible for a piece of kit that they dont understand? By that I mean how does the ordinary person or for that matter a mechanic know for certain that a speedo is accurate or not?
what man on the street has access to the necessary facilities in order to check a speedo out for accuracy?
this could be a resonable argument in court, the only counter to this argument in my mind is a law passed that all vehicles have to be checked at regular intervals during a year not just the annual mot and the accuracy of the speedo is checked , calibrated and certified so that only then can someone not use the argument of ignorance.
Unfortunately the motorist would be hit by more legislation and cost.
