Yup, fairest way.
Those that voted leave last time can do the same if they choose.
Thats totally democratic and sensible given all thats gone on.
Bizarrely, in the first referendum the highest percentage of those that voted to be in Europe (by party) were conservatives...
And the age group that was the highest percentage of those that voted to be in Europe were 65+
How times have changed!
Ever since the first referendum there has been a constant campaign (sometimes high profile, sometimes not) to reverse the decision, and there have been legal challenges over the various subsequent treaties...
And it farage who said that if the result was 52% in favour of remain in the second referendum then he would carry on campaigning because it would be 'unfinished business'!
He never was any good at numbers though

Like the men who founded the European community, they had lived through the depression, and the worst war the world had ever seen, and also the second-worst war the world has ever seen. Like them, nothing was more important than preventing a recurrence. They had struggled to rebuild a peaceful and co-operative order.
Now we've bred a new bunch of oldies, some of whom (not all) relish the idea of hostile and unco-operative international relations. People like Motman who have an intrinsic dislike of people different to themselves, and grew up on a diet of jingoistic war movies and boys' action comics.
some anti-Europeans say that the suffering and economic hardships will be no worse that living through the Blitz.
But imagine how the atmosphere in the shelters would have been, if you discovered that 52% of the people in it had voted to be bombed.
