Before when you could stand and watch the trains, look at the surrounding countryside, spend quality time and even have a picnic as the earth on the on the bridge was well drained and was soon dry after rain.

Then Net Wreck Rail decided to adapt the bridge to allow for electrification of the railway line under the bridge.

The sides are 1.8 metres high......

or dangling something conductive over the edge?

The height will not stop anyone intent on on throwing anything, conductive or not, over the top of the wall

The best way to prevent dangled items making contact with the catenary cable is to fit canopies on the sides of the bridge with the canopies extending over the cables.

It would certainly discourage them as they wouldn't be able to see the result of the throw. Think it's more to stop things like kids poking things like tree branches over the edge and risking getting an arc. Canopy thing might be better but guess this one is cheaper. Certainly should have been considered as the current solution (no pun intended) has turned a nice bridge into an eyesore.

it also discourages people throwing things at the trains and help protect the driver from missiles

Looks more like they needed to renew the bridge and chose the cheapest method?
Cheapest yes.
The bridge span possibly needed raising to provide clearance for the over head supply system.

Possibly as it is thought that using a conductor beam under the bridge ( as opposed the to tensioned wire ) would not have required the bridge to be so drastically altered.

http://www.bbrail.co.uk/news-article/conductor_beam_article is a long tunnel application but a variation can be used under low bridges ( so I am reliable informed )
