Part P Notification

If I need to go through the scheme after 30 days, would they accept any non-safety related defense for the electrician on why he is refusing to notify? e.g what if the contractor still owes him money?
AIUI, if a scheme member has undertaken notifiable work, (s)he is obliged to notify it to his/her scheme within 30 days, regardless of anything else!

I think you can take it as definitive. If anyone (whether a DIYer, electrician who is a scheme member or electrician who is not a scheme member) undertakes notifiable electrical work but does not (in some way) notify it at/by the required time, then they have broken the law.
