quick question (crimped joint)

supose a T&E is cut and needs fixed. its inaccessable so you crimp it. now, is covering the joint in rubber self amalgamating tape acceptable or do you need more?

thought so. lecturer says that it must be a 30A J/B....

If you heat shrink each individual wire, do you then need to protect the whole connection? (I'm wondering as the grey outer 'wrapper' is now gone.) If so, is more tape permissible? Or does it need something else?
