"a matter of minutes" could mean 1 to 60 otherwise it becomes a matter of hours, which in turn could be 1 to 24, which in turn could be 1 to 7 etc etc etc as it would make sense to keep within the relevant units usually,

Often people by inference often have a tendency to mean "a few of such" so we might consider 1 to 10 or 10 to 20 perhaps to be most relevant.
It is not fixed to actually mean these ranges though.
In the context used in this topic it could be helpful to nail it down to a smaller spread of the likely range envisaged to compare the relevant possible scenario to agree/disagree upon.
I suspect the question of trying to nail it down to approx how many minutes sort of thing was actually asked in order to compare whether to agree/disagree to some extent at least, in other words just a bit of clarification.
One problem, I suspect, with the written word as opposed to the spoken word, is the ability to cause offence and likewise the ability to become offended when indeed no offence was actually intended.
Yes it can and does happen a lot with the spoken word at times but in my opinion there is more chance that it actually happens with the written word though. Just my humble opinion of likelihoods and others opinions may differ.
