I believe the idea was to treat them more than fairly so they wouldn't moan all the time.

The barnett formula was only supposed to be convergance formula, the two levels of public expenditure were supposed to converge at some point, as expenditure is rising faster in England than Scotland the two will eventually be equal but at rate it's going it won't be for 1000 yrs.
