Why would builder change quote to labour only? Previous quote was 27000 including kitchen & bathroom. New labour only quote is 20000.
 
Because they have realised the first quote was wrong to complete the whole works.
 
I quite often quote labour only, not VAT registered, so customer buys materials & claims VAT
 
A bathroom installer quoted labour only for me, and asked me to buy all the goods. Wanted £3000 to fit a bath, basin and toilet, and tile.
So, DIY then!

At least you know what the labour charge is, often a quote doesn't give a breakdown of labour/goods, just a stage breakdown.

Ask them to do a product estimate based on current prices so you know how much the project will cost.
 
Many materials are going up on a monthly basis and not just by a little amount some stuff is going up 25% plus overnight . He is just ring fencing his labour cost. Also shortages he may have to pay over the odds at merchants he would not normally use

That is a lot of work, for labour only, at 20k. Bear in mind the cost, in addition to kitchen units and bathroom suite, of materials such as flooring, tiles, plasterboard, plumbing and electrical fittings and pipework etc.

That's what's concerning us - just have visions of this spiralling out of control.
