I don't know if just Flintshire? But we seem to be getting loads of what look like speed limit signs but the colours are swapped circle in black 20 in red, since for 20 MPH law requires traffic calming they are clearly not official signs, also there is not end of limit which also shows unofficial. However anyone colour blind can't work out which are legal and which are not.
What about these? - quite widespread according to the page - I've not seen any.
I think these are local councils signs not official DoT ones.
However, I would advise you to comply with them, as if you are involved/cause an accident because you weren't complying with them, I think it could hurt your defence if you end up in court.

That's not the point.
There are strict rules about such things; either they are the law or they are not.
No matter if they are local council signs, they all have to adhere to legislation regarding colour/size etc.
