I can't think of any way you can supply an item without a fuse, be it in a fused connection unit or a 13A plug, and as long as the supply is RCD protected then the RCD should disconnect before any danger is present to humans, not so sure about fish.
But should have the class II sign,if not then likely not safe.

No , 2 pin basic unfused plug , unit label 240v.Are you certain it is just a plug and not a very compact Switch Mode Power Supply feeding the pump with an Extra Low Voltage supply ( typically 12 or 24 volt )
Some of these very compact SMPS "plugs" are smaller than a normal plug and not all of them are labelled as being an ELV power supply.
Yes , resin bound .Something like this would normally be 'potted' to make it waterproof. See if you can see the flex disappear into a block of resin with no other visible wires, connectors or anything else that looks like like it could become live. If so, it's probably reasonably safe as long as it's connected to a RCD.
