Well they are both compliant to building regulations (with regards to fire rating).
So as far as best is concerned, what else are you looking for quality or price?
As I would prefer Aurora over LAP

"Fire rated" only means that they have an intumescent seal, which in the event of a fire will stop smoke penetrating to the room above. Only really necessary if the room above is part of a separate dwelling. Otherwise they are no safer than non-fire-rated lights.
 
Why do you want spots? A kitchen needs even lightning all over, not spots.

Some people like spots. Some people need to learn this.
And some people think they should have them because they think that's pretty much all there is and they do not think about the fact that the lights are designed to be no good at the job they want them to do.
