Probably not good practice but is it against the regulations to clip SWA cable to a fence.

I am not really a fan of doing it this way but there is nothing really wrong with it as long as it is fixed correctly and is not likely to be damaged.

AFAIK fixed wiring should be installed using a mechanically sound/secure method fence posts aren't considered so.
