The problem is culture not race; some cultures place less emphasis on education. As we all know, education is the number one key to success in later life. Indian and Chinese pupils outperform other groups in all assessments; Black, Bangladeshi and Pakistani pupils perform less well than White pupils throughout compulsory schooling. Pakistani and Bangladeshi pupils perform the least well at Key Stage 1. At GCSE, Black Caribbean and Pakistani pupils are the worst performing groups.

This trend is observed even in inner city schools where the staff are largely BME. Again, culture. Chinese and Indian culture places extreme value on success and independence, black culture does not (especially urban youth culture).

As Home Office minister her record was dismal, as PM her record has been dismal.
As David Lammy said, "We simply can’t let this racial disparity audit bring forth more talking shops. We’ve had a lot of talk, it’s now time for action.”
and Communities secretary Sajid Javid said "the data would not provide the answers to why disparity existed,"
and Omar Khan, director of the Runnymede Trust, said: “Once the details of the audit are digested, we want to see a comprehensive and government-wide plan with the goal of eliminating racial barriers in a generation.”

The above doesnt make much sense, it was Theresa May that asked David Lammy to do the report about racial discrimination of the criminal justice system.

In January 2016, the former Prime Minister David Cameron asked David Lammy to lead a review of the Criminal Justice System in England and Wales, to investigate evidence of possible bias against black defendants and other ethnic minorities.

The problem is unthinking discrimination.

Perhaps you are right when you say it is caused by a racist culture permeating society.
I do not think it permeates all society, but it is taught to children from an early age in some homes.
 
it does have to be taught, or at least absorbed.

I dont know the solution to ending racism. introducing laws and regulations can help to reduce it in the workplace and schools etc, but a cultural shift is needed to try and end peoples inbuilt prejudice.

I think there needs to be a shift in approach to some extent. The PC approach where we are afraid to make a mistake on anything is just sill. For example when councils start calling Christmas celebrations winter wonderland. Also the same thing applies to being able to tell the truth, so where there are issues relating to race we shouldnt have to hide from them (Rotherham for example).

I suppose it is natural to choose people of the same background and I can see that could be a reason for businesses not choosing foreign named applicants.

It might be time to stop talking about multicultural society, as that isnt really always true, we have a multi ethnic society. Groups of different ethnicity around the country existing together but not neccesarily mixing cultures.
