Ok, its next doors tree, but it overhangs next door but one's garden. So the flex / cable that supplies this lamp must hang in mid-air at some point, between the tree and a fence between the 2 gardens.

This guy also has a sodium light fixed to his other neighbours' garage, which used to have a 3-pin plug hanging off it :eek: This plug appears to have disappeared, thank god, but how its supplied now, i dont know.

Are there any rules regarding fixing electrical accessories to vegetation?

but surely its 240v on a tree? Not good at all, needs to be 24v ish

Trees grow - cables don't, especially if they are clipped tightly to the tree.......
