Unless there are no applications from local councils to raise their speed limit.
Or if there are, they are roads that suggests a higher limit is appropriate, e.g dual carriage ways, etc.

Speed limits have to make sense otherwise they are ignored. Seems Drakeford has ignored all valid research on the failure of putting 20mph limits in places that make no sense.
