Shame it shows a flattening of the general trend. Nobody is looking for a decline, or a decline on a section of road, that will give a nice soundbite. Declines are expected. What we are looking for is a significant decline in the overall data.... and it isn't there. Glad I could help.

What you are looking for, is a significant reduction that is an outlier from the trend and then a check of "other" roads to ensure that there isn't a corresponding increase - suggesting avoidance rather than improvement. Then you are looking for the same exposure to risk. i.e. not a change in vehicle use etc.So if the roads with 20mph limits decrease more than the national average decrease that would be the ideal statistic?
Not perfect as the Welsh data is a subset of the UK data and the UK as a whole is rolling out 20mph limits, but as good as we can get.
