The data is easy enough to find

Shame it shows a flattening of the general trend. Nobody is looking for a decline, or a decline on a section of road, that will give a nice soundbite. Declines are expected. What we are looking for is a significant decline in the overall data.... and it isn't there. Glad I could help.

Why would the declines be expected and why isn't that significant?
 
I'm not against the 20mph limit but I think it needs to be more targeted..
It will just be a blanket 20mph. I guess the best thing about this is with many areas congestion will mean it's hard to go any faster than 20mph so won't be much of a problem.

I get annoyed that more isn't done to stop youngsters killing themselves at 3am driving back from somewhere. Where are the cameras at night?
I also haven't seen a drink driving campaign for over 10+ years.
I got stoped twice in one night back in the 90s . What happened to that?

So if the roads with 20mph limits decrease more than the national average decrease that would be the ideal statistic?

Not perfect as the Welsh data is a subset of the UK data and the UK as a whole is rolling out 20mph limits, but as good as we can get.
What you are looking for, is a significant reduction that is an outlier from the trend and then a check of "other" roads to ensure that there isn't a corresponding increase - suggesting avoidance rather than improvement. Then you are looking for the same exposure to risk. i.e. not a change in vehicle use etc.

If 20s have a big fall, but other roads increase, then you have evidence of avoidance. i.e. I'll take the bypass rather than the cut through to avoid the 20 limit. It's also quite clear that 20 roads aren't giving them the data they want, because the authorities have deliberately combined the data with 30s.

This is why "every" speed camera "reduced accidents by 30-50%", yet the overall trend at a national level doesn't change. If the speed cameras were actually reducing accidents by 30-50% we would see this in the national data.
