Weep Holes and Brick Colour

Hi

Hoping someone can help. I have just bought a new property and noticed some discolouration on some of the lower bricks? Is this normal, as in is it just wear and tear from the weather?

Also I have noticed a gap in the brick work, 2 or 3 bricks below the damp proofing. Should this be filled in or is it a weep hole? Unsure any advise greatfully recieved. ?
