Indeed so (at least, one imagines so). However, one can but assume that (although there is as yet no evidence of these on legislation websites)some other aspects of the Building Regs (including Schedule 4) must be changing on or before 6th April, in according to accommodate the changes being 'announced' in the new Approved Doc P which 'comes into force' on that day.

How about commercial / industrial work? As that is not covered by part p, could I do any work including new circuits and fuse board changes for example, issue a certificate and get away with it?

As I understand it, you deal with clients and hand the relevant documents/certs over to them, no need to be a member of an accredited body. No notification procedures required, other than those I previously mentioned, regarding common supply to both dom and com.
You could if wanted join a body such as the ECA, but would need to be trading for 12 months before they will allow you to join, but no requirement to do this.

Thanks again PBoD. Good news then I may well be able to gain some extra cash! Will Perhaps look into becoming a member of a scheme to be able to do a bit more domestic stuff. Which would be the best to go with do you think regarding cheapest etc?

I am not sure who is the cheapest to join at the moment, as they seem to be a few that have popped up that I have little knowledge of. If I recall right Storma were cheap but can only speak of my personal experiences with Napit, Niceic and I register with "ELECSA"

Don't think they are cheapest but not the most expensive. I think last renewal was £444 and the technical support they offer is really good and friendly.
As far as qualification, if I recall correctly they only required 2382 but I cannot say for sure, I know it is all they ask for on the assessment.
You also needed relevant IEE publications and calibrated test equipment
