Looks to me like a RFC terminated into a CU, with both CPCs joined together, but not actually connected to earth

Also more minor faults:-
Unsheathed cables outside of CU,
No earth sleeving
And I bet that top surface is not IP4X

Spot on, RF!
Tried to enlarge image, but just came out too blurry.
Had a lighting circuit giving 120V > E. Opened up to find the lighting circuit cpc attached to the IH cpc....
