Who is liable here.

If there was a house that was made into flats ad their was no gas supply to all of the flats but in the celler the mains gas pipe was capped off who is liable to check this.
 
well they would all have there own gas supply and meter. if its capped in the basement then its transco? but what are they checking!
but i dont think you wrote the question correctly!

would they not need to check once a year to make sure the cap was not leaking

no. They would only ever come out if there was a smell reported.
 
After 1 year of no service the pipe should be disconnected from the supply.

Not so, I lived in a house with a live gas supply that was capped off for years, I even had to call Transco out when the ECV was leaking & they just changed it for a new one... complete with stop end.
The only time it's disconnected in the street is if they renew the mains & it's not being used at the time.
 
Nobody's "liable" to check anything unless the place is rented.

What happens in practice is not always what should happen.
