When people come to the GUM clincs they are ALL offered a HIV test

There is nothing stopping you asking for one either - it can be done if you ask

That can't be done - unless a Dr deems it to be in the best interests of a patient eg when a patient is unconscious and the treatment would be benificial/improve their state of health
Wouldn't be a good idea to have a full blood tests which could save more money in the long term if illness is spotted earlier and treated :?:

Yes it would - but it is about informed choice
All patients have the right to decline any medical procedure - unless they can't make that decision and need urgent treatment for something - the doctor then can make that decision.

People are encouraged to come for all STI screening twice a year if they are sexually active

There are more people being offered HIV tests now than ever before - in an attempt to establish a diagnosis early on, monitoring and commencement on anti retroviral therapy when the time is appropriate.

Currently it is estimated to cost approximately £15000 per year to provide someone with anti retroviral medication
