You can't do that. If you feel something does not warrant any Observation code then there shouldn't be an Observation listed. How do you handle red/black wiring instead of newer brown/blue? Red/black doesn't comply with the current regs., but it hardly warrants a code recommending that it be changed. Ditto for many other things.
