How much time was there between the firefighters first noticing the panels catching fire at the lower floors of the building and then finally when the panels at the top were ablaze?

Why would you tell people to stay indoors when the flames started travelling up the building from the outside?

I doubt if you/ we will find anything at all about the criminal investigation, unless there is a prosecution and a trial.
If you meant the Inquiry, well yes, it will be a Public Inquiry.
But:
since the appointment of a public inquiry is typically made by government ministers, events that involve allegations of blame on the part of the relevant minister are less likely to be investigated by a public inquiry
