How many times must you fail to see what is being negotiated is not just a number, there are issues with regulation, trade etc that have nothing to do with actual financial cost.

When you negotiate for some work do you also negotiate the regulations? No.
Until some progress is made (on citizen's rights, so-called 'divorce bill' etc) there is no possibility of negotiations on trade, regulation, etc.

Jokes aside, if you talk to him (David Davis) or his team they say they are making good progress, that the negotiations are now properly under way, he is totally on top of his brief - move on, nothing to see here.
But talking to several different sources this week, who have been close to the talks, none of whom want to see them fail, some distinctly less optimistic signals have emerged. There is a long list of agenda items, inevitably, and it's complicated, ....
There is frustration that ministers are still relying on tropes like "frictionless border", or "the days of paying vast sums are over", rather than pushing on with the details....
This lack of pace therefore makes, it's feared, the possibility of crashing out, or the talks breaking down in the autumn more likely. ....

Very disappointing and worrying.

It reminds me of my student days. When I had projects or assignments to do, I would do all the other jobs before, or perhaps, in preference of starting the difficult tasks. The washing, the ironing, the hoovering, the shopping, the windows, etc, all would be cleaned/sorted rather than tackling the difficult tasks of the project or assignment.
Only when I had run out of excuses to delay the project/ assignment, would I start the real work.

The EU called the UK's bluff, it started with all this bluster of not negotiating but just telling the EU our demands as a take it or leave it scenario. Guess what the EU said sure we will leave it, lets sort out your leaving requirements to which the UK negotiators thought - this wasn't planned we were supposed to just swan in sign some agreements.
 
Anyone who considers that the pic of the Brexit team at the table without any documents is indicative of their negotiation preps, are fools. Its a typical media non story as no doubt if Davis had a pile of papers in front of him, the same media would be zooming in their cameras seeking to read their contents for a front page headline.

The fact we are negotiating in their offices tells you all you need to know about who has control. Our approach should have been based on pragmatism not dogma and bravado.

If he was only staying for 15 minutes, he won't have needed any notes.

However, if he was planning to actually do some useful work in the four-day session....
 
I suppose, since the government hasn't decided what they want him to do, and what the country's objectives and priorities are, he's not in a position to perform any negotiation. Maybe Mrs May's strategy is to irritate the 27 so they will be pleased to see her gone.
