The idea behind business is normally to profit, not break even. Until they're satisfied the shareholder have their returns they won't willingly spend.

The problem isn't down to the water companies. Read the article; it's a weather issue, and it's just not raining enough. Now if they could pump water from Scotland and wales, then yup, definite water company issue, but it's not feasible, and they can't build enough reservoirs to store the water in. The list of countries using desalination plants is increasing all the time
