It is obviously an act against someone of a different race solely because of that.
Although, it is misused to condemn critism of someone different for whatever reason.

That is the perceived apparent wisdom.
I have said before that once an abused minority (blacks, women, LGBTQXYZ) achieves emancipation, that minority becomes, as it were, untouchable for fear of accusations of an "-ism"; not necessarily from that group; and they are seemingly allowed free reign to get their own back.

Racism seems specific only to race. This is ethnic discrimination, which Im not sure is included in the term racism.
