It does state what and what is not notifiable. But when 3rd parties write these there tends to be a leaning to their own interests...or interpretation. The worst is GasSafe. A DIYer can do gas work. But reading their web site a user should cover their eyes when seeing a gas appliance.
 
Cables on the surface, or in trunking, conduit or similar do not require an RCD, as they are clearly visible.
Concealed cables do.
All socket outlets require an RCD,
You do not need a separate circuit for one socket outlet.
 
Not if you abide by legislation and the wiring regulations it isn't. But you go ahead and badly advise your neighbour. Who cares? You obviously don't.
I will be telling him what Flameport wrote:

That is no RCD or expensive new CU. All above board.
