Dno isolators Switch only single poll

is it standard practice for DNO isolators to only switch the live cable from the meter?

It seems to vary even within the same DNO - in my case ENWL.
At the rental house, it's single pole with a Henley block for the neutral connection. The isolator is 2 pole, but there are labels shouting out that 2 of the terminals should not be used.
On the other hand, last year I had them come and fit an isolator for me - and that's two pole switching both L&N.
 
How else does the sparky replace the neutral tail (or whatever) without breaking the seal on the meter ?
 
The meter was fitted shortly after I moved in (November 2018) as I had requested the energy supplyer change the prepayment meter to a normal one
 
Supply fitted before cu I guess
Shouldn't matter since a significant reason for having the isolator is to allow for maintenance. So whether the supply is in before or after the CU shouldn't have a bearing on providing a means to disconnect/replace the neutral tail without breaking meter seals.
