A lot of the money given is in the form of loans, for the poor countries to repay on top of interest.

But I think the problems are much more systemic than listening to the miners.

So when you pay your council tax, the pencil pushers that donate sums of money to panda services are of no consequence. You chose the wrong species, then. Try ostriches next time, they might receive more money from pencil pushers.
