You're talking gobstuff.If that unskilled worker claims to be an electrician, then yes he must share a part of the blame.
If that unskilled worker is a labourer then he bears no blame.
If a qualified electrian installed wiring materials, which he had been assured were safe, but with a limited life span, into public buildings, is it the electrician's fault if the wiring disintegrated years after the designed lifspan of the materials.
It's got bu99er all to do with workmanship. It's a design fault. And then if the management of the installation knew about the problem and did nowt, it's still not the electrician's fault.
If the management of the public building knew about the problem and did nowt, they're gambling with the safety of the public.
And the priority of a government is the security and safety of its citizens. When a government is gambling with the safety of its children it's shocking abdication of its responsibility.
