Last I checked the titanic was a state of the art (for the day) ocean liner. Not an inflatable carrier bag.

Why the need for enough 'inflatable carrier bags' (aka life rafts) ?
 
Did it sink ? Without enough lifeboats?
It sank because someone made a big hole in it.

If I follow the logic (if I can call it that), a vessel that has a very big hole in it that will imminently sink - is seaworthy because it has enough life rafts for everyone.

if I removed all the life rafts from a Shannon class lifeboat, its not seaworthy?

Seaworthiness has nothing to do with emergency equipment and everything to do with its a ability to cope with the sea.
