Titanic sunk in 1912, the requirement for sufficient lifeboats for everyone on board didn't come into effect till 1914.

Undoubtedly, but the fact remains it was seaworthy in 1912, although it wouldn't have been in in 1914.

If I follow the logic (if I can call it that), a vessel that has a very big hole in it that will imminently sink - is seaworthy because it has enough life rafts for everyone.

Seaworthiness has nothing to do with emergency equipment and everything to do with its a ability to cope with the sea.
