The rnli doesn't seem to report that. Maybe I missed it.

It was; lifeboats became mandatory as part of SOLAS, which was introduced in response to the sinking of the Titanic.

In short, the Titanic was legally seaworthy (with regard to lifeboats, anyway), at the time of its sinking.

That’s not really true for marine assets. Yes they have buildings. But the big costs are per use.
