Including the cost of the lifeboat, station, equipment, etc that is spent regardless of whether a lifeboat goes out or not.

You are trying to make figures fit your argument.

Where does the rnli breakdown the cost properly please

They should break up the RNLI into two distinct entities. One that deals with general lifesaving around the UK and another that is just the taxi service for those that risk their lives crossing the channel in a rubber boat that sometimes picks them up just off the coast of France. Would you donate to the RNLI taxi service side of the operation?
Thankfully the RNLI has a noble policy...

Anywhere where the rnli has identified excess costs that it can't afford and wants to take action over, like refusing to attend a boat in distress ?

Left the RNLI in 2011, not for rescuing boat people, but for some reason likes to moan about it now in his newspaper. That's the best you've got?
He has got nothing go back up his claims or his figures.
