Its creating a criminal offence based not on intention but on whether the reasonable person would regard the acts as likely to stir up hatred. That is as concerning as Cruella's bill to outlaw demonstrations the government of the day doesn't like.

The Hate Crime and Public Order (Scotland) Act 2021 creates a new crime of "stirring up hatred" relating to age, disability, religion, sexual orientation, transgender identity or being intersex.

Sounds like a couple of people should go back to the US.

Actually the police are concerned that the law will interfere with free speech for political purposes. Eg Gaza demo's where political noises have been made even on slogans that Israeli sometimes use themselves.
