But the investigation into her is just wrapping up. They're doing it behind closed doors to avoid prejudicing criminal charges.

Baroness Mone, 52, and Mr Barrowman, 59, have denied wrongdoing. In June 2024, the NCA said an unnamed 46-year-old man from Barnet, north London, had been arrested as part of its investigation.

You say that no one is claiming fraud, the NCA is though according to their lawyer. Then again they have lied to their lawyers in the past.

Corruption and bribery offences aren't Fraud.
Civil claims for contract performance aren't Fraud.
The VIP fast lane was a publicised process, even though we can look back and say it was open to abuse, it can't be corruption. using a process is not improper.

Obviously there is no time limit on a criminal investigation, but I find it strange that neither have been arrested and interviewed under caution.

Last time I looked at this I felt the contract performance was weak, because the government had a vague specification and the undue enrichment argument is an odd fit for these type of contracting parties.

(2) ‘The at the expense of question’: was the enrichment at the claimant’s expense?
(3) ‘The unjust question’: was the enrichment at the claimant’s expense unjust?

The NCA submits there is a realistic possibility that criminal charges against one or more individuals will flow from the investigation.”

I wonder if that is the bloke who was arrested. But they are the ones asking for the hearing to be in private so as not to prejudice their chances of a criminal case.

Seems odd that neither has been arrested and interviewed under caution. All they need is reasonable suspicion of an offence.
