Seriously, how often?

Quite rare but still does happen, I`ve known it or of it quite a few times around these parts and I have seem the aftermath in some worse cases , putting chip pan on then falling asleep after alcohol does happen in these parts and you find out some people or some households do it more than once. Quite rare by percentages I agree, but it does happen.

By comparison how often do people cause road accidents by stupid driving habits, again similar comments but themselves and the remainder of the driving public still continue bad habits mentality.

If my little plan helps some a little then it gets my vote.

It`s not actually a reg, it is guidance on one way of complying with Part M but I have not heard of an alternative way of complying so yes its easier to treat it as if it is an actual reg.
Bit similar in saying consumer units must be metal these days, again easy answer for compliance but not stated in the actual reg.

10mm2 is the largest cable that will fit into a 45A DP cooker switch

But you have selected in conduit, not enclosed in insulation!

Either way - change the RCBO to 32A and all will be well and compliant.

I ran, in that calculator (https://www.elandcables.com/cable-calculator), every installation method available and the thickest cable needed for 11m, multicore cable, 1 x 2 core cable, copper, single phase, 230v, 45A.. is 10mm2.

Once a chip pan is on fire, what good does turning off the cooker do?

And if a chip pan is on fire, where is the best place to go? Into a room with a chip pan on fire, or out of the house?

Nothing you can normally buy for domestic premises will require more than a 32A circuit.

Clipped direct or buried in masonry a 4mm² cable would be adequate.
