Orally, yes. My friend speaks 4 languages fluently, but they're only fully literate in one, partly literate in another, and not at all literate in the other 2.
Another friend speaks 2 languages fluently, but is only literate in one.
Some people, born and bred in UK, raised speaking only English are still illiterate in English.
 
I believe his position is that every foreign person who has come to the UK in the past thirty years should be deported. He isn't particularly targeting Jews. So I don't think that makes him anti-Semitic per se. It is an equal opportunites cleansing.

I think he said everyone who has come to the UK since 1997. It's been a while since @SPLINE has clarified his plan, though.

About 70% of all (non-EU) immigration to the UK is to work or study. About 90% for EU migrants.
I can’t imagine many people eligible for such a visa cannot meet the criteria. However, the dependent visas will be a different story. This policy does not seem to apply to them.

Nosenout comes to the U.K. to study construction. His wife and kids can come too. His parents can also come as adult dependants. So assume a large family of 5 kids. That’s 9 in. And the only one who needs to comply is the first applicant

As of January 1, 2024, most international students in the UK cannot bring their families. Only those on postgraduate research-based degrees (like PhDs/MPhils) or government-sponsored courses lasting 6+ months can bring dependants. Other family members like parents or siblings are ineligible to join.

From 1 January 2024, most international students can no longer bring dependants to the UK. Only postgraduate research students (such as PhD candidates) and students on government-sponsored courses of more than six months remain eligible.
A PHD in construction?

Generally, you cannot bring your parents to the UK as dependants on a student visa. UK immigration rules typically only allow spouses, civil partners, or children under 18 to accompany a student. Parents and siblings are not eligible to join you as dependants on a student visa
