Let us imagine illegal drugs were legalised, like in Amstredam for example, the trade would become legal but the drugs cartels would still be the winners, they would take control of the supply and distribution, only difference is they would be paying a bit of tax to the government, the whole criminal aspect would not dissapear.

no need to exploit it if it is legal, their market has just been made legal, money laundering, extortion, supplies and protection would still exist.

I have no idea of who is distributing it in California but I would bet that there is a criminal organisation making money out of it.,
