That does not answer morqthana's question. It's just a potted history of alcohol brewing.It has always been legal in the UK since the 18th centurary and doesnt involve criminal gangs running the Breweries. There is a lot of legislation for it through licensing imposing age limits and restrictions etc.
He asked:

If alcohol can be regulated through legislation, why do you think recreational drugs couldn't be regulated?The same does not apply to recreational drug taking and would not be easily regulated at this point in its production and distribution network as it stands.
Surely a lot of the regulation would be just extended to cover recreational drugs.
In some instances it already is, e.g. drink/drug driving.
