You began the comparison, i think, and while it makes a valid point cannot really be used in comparison with smoking or the use of cannabis due to the widespread affects in society.
CBD - Cannabis-lite, on the other hand, is an alcohol-free version, which can be used as an acceptable substitute. Just as alcohol-free beer is recommended for people who want to drink and drive, then CBD can also be advised for similar social occasions.
The black market will always be there, however, and policing this arena will be increasingly necessary as Cartels and gangs see their profit threatened by developments in combatting their business' while society advocates a less harmful use of this noble plant in future.

No I didnt start the comparison off in the least, it was JohnD and king Billy who keeps harping on about it and bringing in Alcapone and the US prohibition. We havent ever had that

They're already there.
Also, medical dispensary's such as they have in America.
