"Could" and "reportedly be able to", it's just contingencies for emergency situations. Seems reasonable to me to be honest.
The transition to renewables leads to increasingly difficult conditions for the grid. Sometimes you have an excess of power, other times it's very tight, sometimes you have power but it's in the wrong place and you lack the capacity to get it where it needs to go. Peak demand in the UK is in the early evening which very much does not line up with peak solar production.

i read your post from a couple of months ago about Callahan and reluctance to use electric for heating and trying to connect to the reluctance off some now and then and the difference is quite big
