I don't think there is any room left. London is still full even after exporting millions to other cities.
Unfortunately there is no room here for thousands of immigrants

greater london has around 10million give or take a million so thousands are a small fraction off one percent so probably one person per few hundred to few thousand houses
or in other words perhaps about 50-80 per council or 18 to30 families ??
