How so? All it says is that Dibble is more likely to fine a BAME person, than a white person.

or could it be as simple as they are flouting the rules more hence the reason the virus is more prevalent within their community.

Could be. However, the piece does point out that, pre CV, BAME people were over represented wrt official enforcement action.
Are BAME people more "naughty", more deprived, more likely to be enforced against..........
...... plenty for the scientists to dissect, for years to come.
I'm sure there is a sizable population in America, that could answer that question in many ways.
Analysis by Liberty Investigates and the Guardian shows that BAME people received as many as 2,218 of the 13,445 fixed-penalty notices (FPNs) under distancing regulations recorded from 27 March to 11 May, while white people were given about 7,865.
What were the missing 3,000 odd - aliens from outer space maybe? Far more likely to be misleading or misquoted statistics.
Perhaps the police had different colour FPN to match peoples skin colour.
The ethnic proportion in the UK is 20%+ mostly in England anyway.
Certain population problems are related to living standards in all parts of the world. They can differ as well. Coming home from work I noticed a headline in the local wail group paper. It stated that the area I lived in had the highest crime rate in the B'ham area. Council estate with a smaller private house section built in the 50's. Good housing and facilities all round. What tipped it high was what the police refer to as domestics. They hate dealing with them as families often turn on them. Take those away and little different to elsewhere.
So problems can crop up when people do have fairly decent living standards. The council spaced problem families at least 6 houses from each other so at times people who didn't live next door to each other had fights. LOL Nothing stranger than folks.Which could be for a range of reasons fro Racism to BAME people living in cities where the plod are actively looking for rule breakers to God only know what. Not a great look.
There's a lot of evidence that BAME people get harsher penalties than White people when the offenses are the same.
Cannabis offenses and arrests being a good example, the odds of you being stopped and searched for drugs is massively higher if you're black despite there being no difference in the odds of you having drugs.
Policing is only just starting to become data driven. Which means theres a lot of bad habits that haven't been stamped out, some of those habits result in institutional racism.
But this is one of those areas where it's really hard to know what's going on and why. Lots of moving parts and limited ability to do proper trials and studies.

That's not necessarily a useful thing though.
A while ago, I heard some senior police officer talking about this (with regard to knife crime, iirc) on R5L.
Apparently, the met had good data that young black men were very over represented with regard to knife crime. But the police couldn't act on this with stop and search, because it was neither desirable politically, nor good for community relations.
The rozzer also said that the crims were smarter than many would give them credit for ; they'd deliberately engineer a stop and search for a knife (which they obviously weren't carrying), and then be comfortable that they would not be searched again for some time. They'd then get a knife from an accomplice nearby, and get on with whatever they needed the knife for.
Clearly then, the police had cottoned onto this afterwards, but given the difficulties in doing a single search, stopping the same person repeatedly was extremely difficult to do, and open to accusations of harassment.
I do know that certain cultures carrying knives was known about a long time ago but not mentioned much because of worries about racial tensions. Another trend as well that I wont mention or races. Some of this will have been down to originating in other countries even if just heads of a family. Another thing often mentioned was teddy boys carrying flick knives - not many ethnic versions of those. There have been reports of knife crime being at the highest level since 1946 - just try finding something that shows the entire period. The beeb did a bit of a fact check and even they don't

We have had our riots as well. Some worse than others. Draw your own conclusions why when reasons are mentioned. Some areas wont now be as they were then as well.
