Does this need an electrician according to the regs

Hello

Can someone tell according to the regulations is an electrician needed to change a single electrical socket to a double socket using one of these surface mount adaptors. What i am trying to say is can a landlord or home-owner do it themselves (they are competent) or is it only to be done by a qualified electrician?

Anybody can do it. Just work safely.

You will need the landlord's permission, if you are renting the property.
