Does this seem expensive?

You might want to check that there is a fully qualified spark who will sign it off for you. Our last kitchen's electrical fit was done by fitters not sparkies, as it turned out. Dont be afraid to ask the question, and dont assume they are qualified, no matter how nice the kitchen looks at the end.
 
Some plumbers seem to do it with boilers, but it seems quite pointless to me. Apparently it's a part of their regs.

It isn't.

The low pressure gas regs say the same as the wiring regs as far as bonding is concerned...

...but if you can't rely on an 'electrician' understanding bonding, it's hardly likely that other trades will get it right.
