Just a note, I recognise that boiler as an Icon T. These boilers were generally available from builders merchants, which may explain why it is so badly installed

I turned off an identical installation just after Christmas, I have to say that I'd never come across a similar fixing before.
The one I dealt with also terminated right next to an openable window and an Xpelair vent.
Given that the elbows are for internal use as well I find it inconcievable that someone would leave this installation on.
I suppose we all have our own opinions/standards.
