I suspect it was "weaker" people who faced the chop. It might still have led to behaviour changes which drove success.
I'm of the opinion that if we lock up more than 10%, we have a problem with our laws/state, not crime. But nowadays we have a fair few foreign, criminals in prison, so maybe I should question that view.

Events I remember from years ago are regularly being represented incorrectly nowadays.
