I know democracy is held up to be the bee-all and end-all but it isn't the way to solve everything - if anything.

It is possible for the majority to be wrong.

I wonder if I can find any recent examples.

To calculate such a drop, you should need to know two figures on, say, 1st September, and on, say, 1st April.

You don't.

Therefore, you cannot calculate a drop.
